2022 RESOLUTIONS AS APPROVED BY GOP STATE CONVENTION IN WATERTOWN, JUNE 24, 2022 (Subject to update/correction):
A RESOLUTION OPPOSING THE 30X30 Program
WHEREAS, on January 27, 2021, President Biden issued Executive Order 14008 entitled Tackling the Climate Crisis at Home and Aboard (86 Fed. Reg. 7,619); and
WHEREAS, in Section 216 of Executive Order 14008, President Biden directed the Secretary of the Interior, in consultation with the Secretary of Agriculture and other senior officials, to develop a program to stop the current statutorily permitted uses of at least 30 percent of the lands and waters of the United States by 2030, which is called the “30 x 30” program; and
WHEREAS, under the 30 x 30 program, some 680 million acres of our Nation’s lands would be set aside and permanently preserved in its natural state, ceasing and preventing further productive use of these lands and their resources, some of which are critical to South Dakota and its residents; and
WHEREAS, there is no constitutional or statutory authority for the President, the Department of the Interior, the Department of Agriculture, or any other federal agency to set aside and prohibit the permitted uses of 30 percent of all land and water in the United States, and no such authority is referenced in EO 14008; and
WHEREAS, the withdrawal of some 680 million acres of federal lands from multiple uses and the placement of such lands in permanent conservation status will cause dramatic and irreversible harm to the economies of many western states, including South Dakota, which has a rich history of responsible and productive use and stewardship of our forests and grasslands,
NOW, THEREFORE, BE IT RESOLVED, the South Dakota Republican Party opposes the 30 x 30 program, including its disregard of federalism and separation of powers, and its blanket prohibitions on the use of 30 percent of the Nation’s lands in its natural state by 2030, or any similar program that will set aside and prevent the productive use of millions of acres of our federal lands, and
BE IT FURTHER RESOLVED that the South Dakota Republican Party supports maintaining and enhancing public use and access to public lands and national forests and grasslands, and opposes road closures, road decommissioning, moratoria on road construction, and other limitations on public access for the purpose of fulfilling the 30 x 30 program’s objectives.
A RESOLUTION AFFIRMING THE SANCTITY OF LIFE
WHEREAS, the South Dakota Republican Party has a history of respecting and protecting and heralding the rights of unborn children and believes that human beings have an unalienable right to life, as stated in The Declaration of Independence; and
WHEREAS, we applaud the Supreme Court’s decision today in the Dobbs case; and
WHEREAS, now that Roe v. Wade has been overturned, recognizing that states have a responsibility to protect the unborn; and
WHEREAS, a majority of Republicans oppose deceptive rhetoric, and reject those who encourage them to stay silent; and
WHEREAS, we decry the efforts of and lack of response from the US Attorney General and Dept. of Justice to those who would use violence and threats to influence the judiciary on a majority issues; and
NOW THEREFORE, BE IT RESOLVED, that the South Dakota Republican Party supports the protection of defenseless, unborn humans and supports the development of laws and policies designed to insure the rights of the unborn to life.
SUPPORT FOR PUBLIC SAFETY & EMERGENCY WORKERS
WHEREAS, public safety for all South Dakota citizens is a major concern and one at which South Dakota succeeds; and
WHEREAS, police and emergency personnel are in harm’s way every day to ensure our laws are followed and lives and property are protected; and
WHEREAS, the “blue line” stands ready to protect and to serve the populace, doing exemplary work and putting their lives on the line; and
WHEREAS, we have welcomed scores of police and emergency service personnel to our state recently, and
NOW, THEREFORE BE IT RESOLVED, that the South Dakota Republican Party of thanks and commends the law enforcement officers and other emergency service personnel for their outstanding service to the citizens of South Dakota; and
BE IT FURTHER RESOLVED, that the Republican Party of South Dakota is profoundly grateful to our law enforcement officers and supports legislation supporting their work and providing funds to recruit, train and retain law enforcement officers and other emergency service personnel.
RESOLUTION EXPRESSING STRONG SUPPORT FOR THE RE-ELECTION OF SENATOR JOHN THUNE, GOVERNOR KRISTI NOEM AND CONGRESSMAN DUSTY JOHNSON
WHEREAS, Senator John Thune is a long standing and senior leader who has risen to the challenges of leading our nation time and again;
WHEREAS, Senator Thune serves with distinction as Senate Minority Whip and on the Senate Agriculture, Commerce and Finance Committees, providing leadership and guidance in so many areas critical to South Dakotans; and
WHEREAS, Senator Thune continues to proudly advocate and fight for the interests of South Dakota and its residents in the US Senate; and
WHEREAS, Governor Kristi Noem is a tremendous leader who has risen to the challenges of leading our state time and again; and
WHEREAS, Governor Noem works tirelessly supporting and promoting our state, and providing leadership in so many areas of importance to South Dakotans; and
WHEREAS, Governor Noem continues to fight proudly for the interests of South Dakota and its residents; and
WHEREAS, Congressman Dusty Johnson is a skilled advocate and orator who has risen to the challenges of leading our nation time and again; and
WHEREAS, Congressman Johnson serves on the House Agriculture and Transportation Committees, providing critical ideas in so many areas of importance to South Dakotans; and
WHEREAS, Congressman Johnson continues to legislate for the interests of South Dakota and its residents and for all of the United States;
NOW, THEREFORE BE IT RESOLVED, that the South Dakota Republican Party does appreciate and honor Senator Thune for these and numerous other accomplishments in the U.S. Senate and commends him to the voters throughout the state of South Dakota; and
BE IT FURTHER RESOLVED, that the South Dakota Republican Party does appreciate and honor Governor Noem for these and numerous other accomplishments in her governmental roles and commends her to the voters throughout the state of South Dakota; and
BE IT FURTHER RESOLVED, that the South Dakota Republican Party does appreciate and honor Congressman Johnson for these and numerous other accomplishments in the U.S. House and commends him to the voters throughout the state of South Dakota.
BE IT FURTHER RESOLVED, that the South Dakota Republican Party hereby endorses and expresses its strong support for the re-election of Senator John Thune, Governor Kristi Noem and Congressman Dusty Johnson.
RESOLUTION APPLAUDING CHAIRMAN DAN LEDERMAN FOR HIS TRANSFORMATIVE LEADERSHIP OF THE SOUTH DAKOTA REPUBLICAN PARTY
WHEREAS, since he was elected as State Chairman, Dan Lederman has worked tirelessly to lead the South Dakota Republican Party;
WHEREAS, Chairman Lederman has achieved excellent financial health for the South Dakota Republican Party, and reinvigorated its grassroots infrastructure from the bottom up;
WHEREAS, Chairman Lederman has been a consistent voice for conservative principles;
WHEREAS, Chairman Lederman has strengthened the local party organizations, so they are ready for 2022; and
WHEREAS, Chairman Lederman has led the effort to recruit and train unprecedented numbers of volunteers;
NOW, THEREFORE BE IT RESOLVED, that the South Dakota Republican Party, acting by and for the State Convention, does hereby thank and applaud State Chairman Dan Lederman for his outstanding leadership and urge all Republicans to rally around his efforts to elect Republicans up and down the ballot.
A RESOLUTION IN SUPPORT OF ENERGY SECURITY
WHEREAS, affordable and abundant energy is a strategic resource which is being denied to American and South Dakota families, one that is essential to modern life and America’s economic competitiveness;
WHEREAS, the imposition of burdensome, government-mandated carbon dioxide restrictions and disincentives will have and are having a dramatic, immediate impact on energy costs;
WHEREAS, the Biden Administration has repeatedly failed in its efforts to improve on free market outcomes by unilaterally picking “winners and losers” and favoring certain technologies or innovations over others; and
WHEREAS, freely functioning energy markets operate as the best determinant of where, when, and how investment decisions should be made, working to create and maintain the most secure, efficient, reliable, and affordable electric and energy systems for the benefit of Americans and South Dakotans, and
WHEREAS, Federal disincentives, penalties, and restrictions on conventional energy will worsen the competitive disadvantages United States consumers, businesses, and exporters already suffer; and
WHEREAS, President Biden’s unjust cancellation of the Keystone XL Pipeline is harmful to the economy in North America and is destroying thousands of American jobs; and
WHEREAS, South Dakotans spend more of their budgets on energy due to our climate, our wide open spaces and our way of life, making these burdens incrementally more on our people;
NOW THEREFORE BE IT RESOLVED, the South Dakota Republican Party believes that promoting an energy mix and infrastructure network set by free market forces will ultimately lead to the best balance between reliability, security, economic development, affordability, and sustainability for the residents of South Dakota, and
BE IT FURTHER RESOLVED, that the South Dakota Republican Party supports reliable and affordable energy and any action to artificially raise energy prices or restrict domestic production of energy commodities is a counterproductive and harmful public policy.
RESOLUTION FOR SOUTHERN BORDER
WHEREAS, the United States of America is currently facing many security challenges, including rampant, unchecked illegal immigration across our border with Mexico, causing every state to be a border state; and
WHEREAS, the Biden Administration has abandoned efforts to enforce the immigration laws of this nation which were established by the Congress in a fashion which respects federalism and the separation of powers, and intended by the people and the Constitution to be enforced by the President and the Administration, and not to be abandoned and ignored by the President, and U.S. Department of Homeland Security; and
WHEREAS, abandoning the established legal process for immigration, and the resulting lack of enforcement of immigration laws has caused a misapplication of resources from legal to illegal immigration; and
WHEREAS, unchecked and unmoderated illegal immigration allows illegal drugs and those who trade in them, human traffickers, foreign terrorists and organized crime syndicates into our country; and
NOW, THEREFORE BE IT RESOLVED, the South Dakota Republican Party insists that President Biden, the Administration and the U.S. Department of Homeland Security strictly enforce Federal immigration law, and immediately secure our southern border to prevent illegal drugs, foreign terrorists, career and organized criminals, and human trafficking agents from entering our country.
